I agree with a lot of this, but the real question is still: who governs the governors?

AI governance sounds good in theory, but institutions are still made of people, incentives, politics, and power struggles.

What makes this piece especially interesting is that OpenAI is no longer talking like a startup. They're starting to sound more like a state-level actor. That's probably the biggest shift here.

Both OpenAI's blueprint and Amodei's "Policy on the AI Exponential" share the same structural feature: the entities proposing governance are the entities being governed. This isn't corruption. It's what happens when AI's complexity gap means regulators depend on the regulated for expertise. I call this Power-RSI, and Amodei's essay is the clearest unintentional illustration yet:
